Carmella Shale, P.E.
Carmella Shale is the Director/Engineer for the Geauga Soil and Water Conservation District (SWCD). She is a registered Professional Engineer in the State of Ohio and is a Certified Professional in Erosion and Sediment Control. She holds a BS degree in Civil Engineering and a MS Degree in Hydrology both from Cleveland State University. Carmella’s previous experience includes employment as an engineer with a private consultant, construction contractor and County Engineer. Over her 13 years as the Director/Engineer for the Geauga SWCD she has been responsible for the District leading the State in various programs and initiatives. She received the President’s Award from The Ohio Federation of Soil and Water Conservation District in 2009 for development of a tracking system to enable better oversight of construction plan reviews and site inspections. In 2006, the District received the Outstanding Education District of the Year Award from the same organization. Carmella was chosen to serve on the Ohio Soil and Water Conservation Commission Governors Conservation Delivery Taskforce in 2011 representing all 88 Soil and Water Conservation Districts to develop policy recommendations that will encourage efficient operations and ways to streamline organizational management of the State of Ohio’s 88 Soil and Water Districts.
In addition to managing office operations, she is responsible for reviewing construction plans to ensure compliance with the Geauga County Water Management and Sediment Control Regulations. She also reviews and updates the regulations regularly to ensure compliance with State EPA requirements ensuring Geauga County remains compliant. While Geauga County holds an NPDES Permit as a Municipal Separate Storm Sewer System (MS4), the Geauga SWCD assists the County by providing at least some services as required be each Minimum Control Measures listed in the permit while additionally assembling the annual report for the County. Carmella provides assistance to local governments with land use planning pertaining to erosion control and storm water management.
